Board Finances

The Van Wert County Board of Developmental Disabilities has three main sources of funding.

1. Local funding – local property tax levies
2. State funding – as defined in the two-year budget proposed by the governor and approved by the state legislature
3. Federal funding – match dollars sent to county boards from federal agencies primarily through the Ohio Department of Medicaid

Local Funding

Local tax levy dollars represent 74% of the Board’s annual revenue. It is the most flexible form of funding available to the Board. It is used for case management, administration, and many community services and supports needed by the individuals served by the Board. Local property taxes are approved by voters through a county-wide ballot issue. The Board has three county-wide continuous (indefinite length) levies in effect. The last levy was approved in 2004.

An additional 5% of local funding is comprised of assessed rents and contracts for service. Learn more about our Sustainability Plan.

State Funding

The state of Ohio operates on a two-year budget cycle called a biennium budget. The upcoming fiscal budget starts July 1, 2017 and ends June 30, 2019. When the budget is approved by the legislature, funds are appropriated to the cabinet departments with funds allocated to each agency for the purpose of running the business of the State. The Ohio Department of Developmental Disabilities (DODD) is one of the state agencies that is allocated state funds for specific purposes.

Funds from DODD represent a small portion (3%) of Van Wert County Board of DD’s annual revenue. The state funds appropriated to the Board primarily come from four separate and distinct state budget items. These include the Medicaid services line item, the family support services line item, the county board subsidy line item, and the county board case management line item.

Federal Funding

The Board directly or indirectly receives a variety of federal funds to support services for the individuals it serves. Each federal program and reimbursement system has a specific purpose with separate regulations and rules that govern it. The board only receives funds that are applicable to the supports it provides.

The following are the primary federal funding streams accessed by the Board:

• Targeted Case Management Medicaid funding is used for Medicaid case management services provided by the Board’s service and support administrators (SSA) to individuals enrolled on waivers.
• Home and Community Based Services (HCBS) is federal Medicaid funding for people on a HCBS waiver. The Board and DODD provide local match to “draw down” federal Medicaid dollars so that the State of Ohio can pay for the services provided by these waivers.
• Medicaid Administrative Claiming (MAC) is Medicaid funding provided to the Board to claim reimbursement for activities performed that are necessary for the “proper and efficient administration” of Medicaid services.
• Social Services Block Grant (Title XX) is a federal block grant passed through to DODD from the Ohio Department of Job and Family Services (ODJFS).
• Help Me Grow – Part C is federal funding coming to Ohio from the U.S. Department of Education and going to DODD to implement a statewide, comprehensive, coordinated, multidisciplinary system of Early Intervention (EI) services for infants and toddlers with developmental delays or disabilities and their families. These funds help pay for service coordination, evaluations and assessments, procedural safeguards and oversight of the Board’s EI services.
